The crowd is upset with the Master for trying to save himself without thought for anyone else. He in turn points out that the Dwarves are to blame for Smaug's anger. It is a successful ploy that distracts the people from deposing him.

When it seemed apparent Smaug would destroy Esgaroth the Master was looking for a way to get to his gilded boat and save himself in the confusion. After Bard had slain the dragon the people of the town wanted to name him king and the Master was the only one who dissented and named Bard a mere fighting man who could go back and rule over a destroyed Dale. And finally, the Master turned the blame on the Dwarves so the people would forget his cowardice and keep him as Master of Esgaroth. He never thought of his people but only himself.
