Pretty much because everyone else did "As for the Master he saw there was nothing else for it but to obey the general clamor." He didn't think it was very likely that they were who they said they were. The Master was cowardly but cunning. He didn't think it wise to oppose the crowd, and remained fearful of the unlikely possibility that they actually were who they claimed to be. He wanted to appear hospitable in case and needed to wait it out.
