This makes Peeta the one responsible because he is the one that picked them and put them in his bag, although it was Foxface's fault for trying to steal them.
In the first book, Katniss and Peeta both survive because Katniss pulls out poisonous berries (referred to as nightlock) and gives half of them to Peeta, telling him that if they both can't live, then niether of them should. In Catching Fire, Finnick, Beetee, Enobaria, Johanna, Katniss, and Peeta all survive because Katniss blew up the force field to the arena.
I think the problem was when Katniss held out the nightlock berries in The Hunger Games and 'defied the Capitol'. But I know she started an uprising in district eight. That's when other districts started uprisings. And then Katniss decides to be district thirteen's mockingjay and leads the rebels. I don't want to ruin the book for you, but if you've already read them all, that's what mostly happens.

Nightlock. They are the same berries that Katniss and Peeta almost use at the end of their first Games. that is what started the rebellion
President Snow forced Seneca Crane (the Head Gamemaker for the 74th Annual Hunger Games) to each the berries. Specifically, they were nightlock berries, the same berries Katniss and Peeta pretended to eat in order to fool the Capitol and win the games. Seneca was forced to eat them as punishment for placing nightlock in the arena, as though it was his fault Katniss and Peeta pulled the suicide stunt.
