What was the problem in The Hunger Games?

I think the problem was when Katniss held out the nightlock berries in The Hunger Games and 'defied the Capitol'. But I know she started an uprising in district eight.

That's when other districts started uprisings. And then Katniss decides to be district thirteen's mockingjay and leads the rebels. I don't want to ruin the book for you, but if you've already read them all, that's what mostly happens.
