That kind of depends. At what point are the characters considered foxgirls (and do you have any standards aside from that) and how big a part must it be? Otome Youkai Zakuro (good) has some "half fox spirit girls" and Wagaya no Oinari-Sama (eh) has a fox deity, that have fox ears and no tails (Wagaya's 'foxgirl' is also actually a hermaphrodite so maybe that doesn't count), but Inukami's (very good) primary female lead has a tail yet regular human ears. Put them together and I guess you get the whole package. Kaoru in Rurouni Kenshin (variable) isn't literally a foxgirl but is constantly being represented as such (I think that's the girl represented by a fox). Then "yomi the 5 tailed fox" isn't really 'anime' since it's Korean. Man, that's a weird one. Hyper Police (very good) has a wide diversity, including a foxgirl, but also a catgirl, werewolves, mushroom people and more, but more importantly than that, the characters actually have some depth to them. If you have no standards whatsoever, you could watch Kanokon (very, very bad), but be warned, it is totally hollow fanservice drivel with no redeeming attributes whatsoever. It's just someone's messed up fantasy that turned into a monster and somehow became an anime. There are minor characters with small roles here and there too. Some say the announcer in Yu Yu Hakusho is a catgirl but I say no way, not with THAT thing on her derrière.
