What do you mean by created?

The character of Sai was created and developed by Masashi Kishimoto, the naruto Mangaka.

If your refering to whether Sai was artifically created within the plotline, as some form of artificial ninja/solider, then he wasn't.

Sai was trained to become a ruthless Anbu, under the command of Danzo, hence why he's still unsure on other people's emotions, plus why he rarely smiles and always says the wrong things.

He was trained to become a ninja.
