I'm guessing that the Land of Oz was in another dimension over the rainbow, and when Dorothy's house broke through, she saw Miss Gulch's counterpart, the Wicked Witch of the West.

∙ 11y agoShe was the notorious townswoman in Kansas riding on a bicycle. Her alter ego in Oz was the Wicked Witch of the West. She later appeared inside the tornado. This character was not at the end of the film.
