It isn't fair to use that term in regard to Almira Gulch, who is the power holder of the county in which Dorothy Gale and her family live. For example, Miss Gulch comes to talk to Uncle Henry and Aunt Em about Dorothy's and Toto's freewheeling ways. Uncle Henry lets a gate hit Miss Gulch. That is so rude.
