NO. Frank Sinatra knew and is documented in FBI files as associating socially with known Mafia members. He did have a documented friendship with Sam Giancana. Many casinos, nightclubs and theatres were owned or run by organized crime. Many entertainers had to deal with these people. Frank Sinatra was not a "member" of the Mafia.

Lets put it this way, "The Rat Pack" as they were known and included the likes of Dean Martin, Frank Sinatra, Sammy Davis, Jr., one woman allowed Shirley MacLean, etc., were asked this question and they would only admit to the fact that during performances they did know and associate with members of the Mafia. They never did admit if they were involved in any other way, other than entertainment.
