To play as him in story mode, you have to answer all letters (?) until you get one about Killer Bee, Jinchuriki of the Eight Tails from the Village Hidden in the Clouds. Then you get the bonus Fragment Chapter. In this you get 2 fights: 1.) Taka Sasuke vs Killer Bee 2.) Taka Sasuke vs Full Eight Tails Killer Bee To get him for other battles, do all the Curse Dolls, beat the Curse Doll Master, & get enough SP. And I think you need to beat Curse Dolls to get him in Story Mode (?)

The akatsuki aren't kinda mean... they just have a goal. That goal is to put all of the Hidden Villages and small towns into a all-out war. The Leader of akatsuki plans to capture all the Jinchuriki and make them into the Ulimate Weapon. The Leader just wants to teach everyone true Pain. Akatsuki people just kill people because people get in the way.
