Yes, he is lot more evil than Itachi. Itachi was a good guy who wanted peace and loved his brother. He just showed his evilness to his brother so he could awaken Mangekyo sharingan. Itachi was grown in war condition so he never wanted war so he had to kill his own tribe to avoid another war. But he couldn't kill his brother. He also joined Akatsuki to keep on eye on Madara. He was also assigned to capture 9 tail jinchuriki (Naruto) but he delayed his mission by saying to Kisame that 9 tailed beased should be captured last as it would unbalance the sealing, actually he didnt wanted to capture as Naruto is power of Konoha his beloved village. He also gave power to Naruto which is still yet to be shown on manga.
As for Sasuke he tried to kill his one team-mate ( Karin) , Sakura. He also want to kill all the people of Konoha. His revenge is useless, just some dark chakra built in him.

Itachi hated fighting but he was forced to and he pretended to be evil so his brother would be known as a hero one day after he killed itachi. Itachi never hated Sasuke , infact cared about him more than the village and his own life. After itachi lets sasuke kill him (although sasuke didnt know this.) Madarra told him why itachi assassinated the clan and that it was the senju's fault and selfishness. Now sasuke is filled with revenge and plans to destroy The hidden leaf village.

What happens to Sasuke in naruto?

Itachi is a lot stronger than Sasuke, not in simple power, but ability and strategy as well. In his fight with Sasuke Itachi had several chances to defeat Sasuke simply using Susano' seeing as how Susano's shield can block anything, including Kirin. I also believe Itachi could actually be able to defeat a lot of characters, like Jiraiya, and maybe Tobi. Simply put he is in the list of the most power characters within the Naruto universe.
