Yes, and it is arguably the main theme. Suzanne Collins wrote the book to show an extreme reality tv show, and how tv desensitizes people (kids in particular) and makes people see everything differently. The capitol was the perfect example of desensitization. They saw nothing wrong with people being killed for their entertainment.

Kind of, but just in district 12. I they win the hunger games they get a years supply of food for themselves and there family. It's the same in all of the other districts... but their not all starving to death like Katniss and Peeta!

Hunger is a main theme in the actual arena where most of the book takes place. Before Katniss gets her bow, she is hungry often.
