He changes between both. In the game titled Shadow the Hedgehog you can choose between doing good or bad deeds, and the story changes according to your decisions.

He doesn't show a lot of compassion, but he does have some good sides.

His uncaring nature might be explained by his harsh past, which is also the reason to why he finds it difficult to trust others. His best friend, and only at the time, was cilled by soldiers on the ARC. Also he was born as part of an experiment, and spent a part of his life in captivity after being captured.

He does occasionally end up helping the Sonic gang, despite preferring to act on his own.

In Shadow the Hedgehog he has lost his memory and is confused. He wants to find out more about himself, and can do evil deeds if the player so chooses.

Shadow is generally seen as a hero. He occasionally fights on the bad side, but often without fully understanding what will happen if he succeeds. In the end, he is one of the fighters for good (even if he uses more 'efficient' methods than the other heroes).
