No. The Hunger Games universe is what we would call the future, just like the universe in James Cameron's Avatar. Even the two technologies in the films were the same and well ahead of our time

The plate is the thing the tributes stand on during the final countdown to the start of the hunger games. If they step off it before they are supposed to they get blown up by the mines planted around it.
