the mayor from district 11= he is always enforcing the whipping law for stealing. there are many whippings in district 11 because of him
Coin= she used the bomb that would go off a second time as soon as paramedics would try and treat the wounded, to ensure all were killed. this bomb was used on capitol children and katniss's sister
