No he is not. Currently touring with Journey is Arnel Pineda. Steve and the band were going to tour in '96, but in order to do that he had to get hip surgery, which he refused to do. Neal Schon and Jonathan Cain decided to find a Perry-sound-alike, going from Steve Augeri to Arnel Pineda.

No, he left the band around 1997, and was replaced. Periodically, there have been rumors that the original band would reunite, but in early 2012, Perry was asked about it, and said he had no plans to go back on tour with Journey.

Steve Perry stopped touring in the 90's. He refuses to sing live or do any shows at all. He wanted his personal life, I'm assuming. Some say he feared for his life because of threats.
