we are not at manga no 450 and naruto is still a gennin. He is also the strongest ninja in konoha, but a gennin never the less.
presently we are at manga chapter 468 and till now naruto is a genin and is the strongest person in the village........and mostly he will remain a genin b'coz most of the time he is either busy training or is fighting off bad guys......... and if he b'comes hokage it will be great b'coz he wuld be the first person to ship from genin level to hokage.....
