yes and no, it was the same with other groups because they wanted to survive, but no because at the end, the other groups would just kill their teamates without thought while katniss and rue deeply cared about each other so they wouldnt kill each other.

When Katniss reaches the city circle in the capitol, she clings to a flag pole and notices that there are people in front of the president's mansion that are keeped in by barricades. But Katniss notices something else, those aren't just people, they are children, ranging from toddlers to teenagers. She notices that the kids are very cold and hungry. A hovercraft marked with the Capitol seal drops silver parachutes for the children. The children understand what that means, blankets, food, and gifts. They are wrong. Most of the parachutes simultaneously explode. District 13 medics rush in to help the kids who now lie-most unconscious, limbless, or dead in the snow. Katniss first gets a glimpse of the blond braid going down her back. Then, as she yanks off her coat to cover a wailing child, she notices the duck tail formed by her untucked shirt. Katniss starts to push through the crowd that has formed around the barricades that the guards have now started to break down, and screams Prim's name. Prim cathces sight of Katniss, and begin to say her name when the rest of the parachutes go off, leaving Katniss heartbroken, on fire, and sisterless.
