He is an antagonist from when he shows up in Konoha for the chuunin exams until he is defeated by Naruto and has his mind changed about how he sees the world. This means he was a character set against the main character, naruto's ideals. after that he pretty much sees many things the same as naruto so he isn't really against him anymore.
at first gaara was said to be evil and he killed many people without mercy. this was because he taught himself to love only himself and fight for only himself.
later on, when naruto and gaara fight in the forest, naruto talks to gaara trying to compare themselves, as naruto empathies gaara. after gaara was defeated by naruto, he learns that he can do much better things, and later becomes kazekage of the sand village to protect his fellow people.
Well, he is a bad guy at first but later in the show, he changes his point of view and sees the world normally. When he first came into the show for the Chunin Exams he thought his purpose in life is to kill other people. He also had a very sad childhood. I don't really have an answer to this question so I would say he was bad guy at the beginning but became good later on.
Gaara is the Kazekage of the Hidden Sand Village. He was attacked by the Akatsuki, who stole the demon inside of him.
