Yes, Captain Teague is Jack Sparrow's father. Right after Elizabeth becomes King of the Brethren Court, Jack talks to him. Even though it does not say so in the movie At World's End, in info on the the characters that was release, it says that Captain Teague is Jack' father.

Johnny said that Captain Jack was a combination of Keith Richards of the Rolling Stones and Disney's Pepe Le Pew. LOL Johnny said he wasn't worried about Pepe's reaction, but wasn't sure about Keith's reaction. Richards went on to appear in the "Pirates" movies and played Sparrow's father, Captain Teague.

i would love to say i know the answer, but we don't know.
