No. A starter pistol does not use bullets. It uses blank rounds, which explode and make the noise, just like a regular gun, but no projectile comes out.

Any gun can shoot blanks. However, generally speaking, a "blank gun" such as a starters pistol, has a blocked barrel so it cannot fire a bullet...real or rubber.
the best way i can put it is guns that dont have bullets in them, but they still make the noise of a gun shooting but not so incredibly louc
