The reason he isn't credited is because he was doing another movie called The Stand at the same time. But Chris Farley really wanted him for the part of "Paul", so Rob did it as a favor to him. In order to be in the movie, he had to be uncredited. He did it as a favor to Chris. His contract with "The Stand" said he couldn't do another movie at the same time, citing a conflict of interest. So therefore, he did Tommy Boy uncredited. It's not unusual.
Chris Chambers stole milk money from the teacher's desk, which caused Gordie to reflect on how that incident led to a series of events ultimately resulting in Chris's tragic fate, motivating him to write their story in "Stand By Me."
In the movie Stand by Me (i haven't heard of any other movies with a Chris Chambers), River Phoenix plays Chris, and was 16 at the time.

Gordie and Chris find it funny when Teddy Duchamp says the leech-infested water has a thousand eyes because it's a humorous and exaggerated way of describing the situation. It also shows Teddy's colorful and imaginative perspective on things.
