You will need any four fish, one herb, and an oven to bake it in. The oven can be bought at the general store.
Make sure that not all of the fish you choose are cheap. Include at least one fish that is worth over 100G. Otherwise, you will just get a "Decent Herb Fish."

you need to find a carp. it can be caught in lakes and in the river.
