- sai is not evil he is just following orders the only reason he seems evil is because he has no emotions that's because he was a part of root a child training center which robs kids of there emotions and there they learn to always complete there mission. his mission is to kill sasuke and destroy the leaf village with orochimaru since he was trained to do that since he was a kid he has no choice but to finish his misson but since his mission takes so much time he begins to change with the time he spends with naruto. but he has to be evil since he his mission is to destroy the leaf village and like you said HE ALWAYS COMPLETES HIS MISSIONS!!
