I think because he feels Jack is and probably will be a better leader than him. He feels if he criticizes him, he will feel better and appear that way to everyone else. Making him look the better leader.
To show his dominance among them. To show leadership by beating him and setting everyone in place. Jack is basically like a dictator in the book, he is never wrong and always right and anyone who disagrees gets a the boot.
