There is a simple reason for why Jasper and Rosalie aren't Cullen, wouldn't it be kinda creepy for Alice Cullen to date Jasper Cullen? the slagging would be a bit much. So all the couples have different surnames, except obviously for Carlisle and Esme, as they are the 'parents'.
If the Cullens ever move from Forks and start in a new school, Bella will probably take a different surname to Cullen.
The Reason why they are made in 'public' biological twins because even though the only thing they have in common is the blonde hair, pale skin, gold eyes, purple circles under the eyes, and beauty of course was because Jasper was having a hard time adapting to the new life style so they needed a reason to keep together with one of the sibling t all times which be impossible at class with Edward and Alice because he was playing a year older then them and to them Rose made sense they could make up a story that made sense.
