Rosalie is stuborn and hard-headed so they chose to have Hale as the last name instead of Whitlock (Jasper's). Since Alice is a Cullen, and Jasper is married to Alice, Jasper couldn't become a Cullen.

Nothing new really happens to Rosalie. Her and Bella become closer because of Bella's child. Rosalie always wanted to have children but now since she is a vampire, she can't. So instead, she does everthing in her power to make sure Bella's baby lives (Bella's baby, she doesn't even care if Bella dies).
