The government of Panem kept the people of the districts hungry and with low resources. The districts live under draconian laws where any form of weapon is illegal to own. A general shadow of despair remains over all of them. Pamen controls The Hunger Games, enforces participation in the games through military power, and compels the entire population to watch the grisly deaths of the children sent to play. It is a sort of carrot and the stick situation: the children who go to the games know that only one of them will return, but that one lives a life of luxury, wealth, and lack of wanting when he or she returns to the district that sent them.
It is briefly spoken of that during the Reaping for the Games, Katniss says
"it is also a good way to keep tabs on the population." I'm guessing when they rope the kids into their age groups, they count them.
I also was reading the Tribute Guide movie companion book, and it shows a picture of the children at the Reaping getting a blood sample taken, and they put their information down.

First of all it's does, not dose, and they control the population by sending kids into the Hunger Games to fight for survival, then Katniss wins with Peeta. Then Katniss gets pregnant and everything is well, until she goes into the arena for the second time, and she survives again, then in book three she and some people go underground and try to kill President Snow.

The purpose of the book is to entertain readers. The purpose of the games within the book is so that the Capitol can get revenge on the Districts for their rebellion long ago.
There's actually a whole manual that can tell you that. It's called the Hunger Games (Book) But if you wanna be LAZY and just go see the movie, than i would strongly suggest it. It's about a girl who is living in poverty under the Capitol's control. She lives in district 12. There are 11 more districts and the capitol. That is the world. A war (dark days) between the capitol and the 13 districts 75 years ago caused the capitol to take over and completely destroy the 13th district as a display of power. Ever sense, the capitol puts on an event every year to desplay it's power over the districts called the hunger games. In the hunger games, 2 people (a boy and a girl) from each district must travel to the capitol leaving all friends and family behind and act as 'tributes' for the game, which is pretty much; the 24 tributes are thrown into an unknown terrain and forced to fight to the death, and stay alive. There is one victor, all others must die for the games to be over.
The Capitol controls the population of the 12 districts by essentially scaring them into submission year after year. This is done with the actual hunger games.
