Talk to him like you would talk to any other person? If you mean to meet him, i think there isn't much of a chance that's going to happen, unless you live in Oakland Ca. And happen to see him somewhere around there. Or you befriend his son, and you'd have to be one of there ages.

Yes practice, ... but you may not achieve it, many many voices are unique and that is why you rarely hear two people who sound a alike... speaking or singing.

Chatting online with Billie Joe would be pretty impossible, seeing as how he is a majour star, and the internet contains many ways of finding addresses, email or home, so perhaps as a safety reason, Billie Joe would only talk to close family and lifelong/close friends on the internet, if that is a hobby of his.
