They generally use blank ammunition. These rounds have significantly less recoil than live rounds.

Also, in lower budget movies, they don't use any ammo at all and 'fake' the recoil. Effects are then added into the movie in post-production.

They use real ones with blanks. the impacts are small charges. For impacts on people there are other methods like special vests, etc.
