You have to use Windows Movie Maker, or if you have it, Windows LIVE movie maker. If you mean like an animation, like making something move, You could either take the pictures and import them onto the computer or make them on paint.
There are a lot of programs for making cartoon animations. Flash 8 Pro is one of them. You draw each frame of the cartoon. But Flash 8 Pro costs money. I suggest looking up on YouTube "HOW TO CRACK FLASH 8 PRO"
