This depends on where you live. the game was first made in Australia so they can play it but after 1 year of the games lauch they made the game for canadians/australians only! for the reason that nerd corp and ytv were the two main corperations that made Storm hawks... and since both corps are Canadian they had no choice but to do so and also wanted to get the games fanbase a bit higher then what it was... a mere few thousand australians wouldint suffice.

No. Aerrow is not in anyway related to the Dark Ace. The only leading reletive in Storm Hawks is that the original sky knight of the Storm Hawks is his dad and all the other (Finn, Piper, Junko, Stalk, Raidarr) are related to the ones how had their positions original. E.G - Piper would be the daughter of the original Navagater. There's been no indication in the show what they are related at all. The only familial relationships shown in the show is that Aerrow and the original Sky Knight of the Storm Hawks are father and son, Ravess and Snipe are brother and sister and the four raptors are brothers.
