No, this takes place in the same universe as the other animated shows from bruce timm (batman the animated series, justice league, batman beyond). Batman the animated series had invented harley quinn, so they would have her in the plot or mentioned in some way, leading to the episodes involving her taking place after the film. Also batman beyond return of the joker shows his actual death in the universe cannon. Plus as a little cameo in the justice league episode "epilogue" that deals with batman and batman beyond,you see a cameo of the phantasm.
