Lawrence T. Shaggington, better known to a wider audience as Shaggy, was in fact incarcerated for 6 days in 1992 for Shooting a Welshman with a crossbow within the city of Chester after sunset. The trial was suspended after Shaggy was brought into custody, with the Welshman later dropping charges. Shaggy and the Welshman remain solid friends to this day.

Shaggy's real first name is Norville, which isn't the best first name, so it's understandable why he would have a nickname. Another reason is his style. Shaggy has shaggy hair and wears baggy clothes. According to a clip from "Scooby Doo Behind the Scenes", Shaggy was known as Buzz until his 10th birthday. A picture of Shaggy with short hair is shown. (It's possible he was only jokingly called Buzz for a short time after a haircut. This is what I believe.)
