Shaggy's real first name is Norville, which isn't the best first name, so it's understandable why he would have a nickname.
Another reason is his style. Shaggy has shaggy hair and wears baggy clothes. According to a clip from "Scooby Doo Behind the Scenes", Shaggy was known as Buzz until his 10th birthday. A picture of Shaggy with short hair is shown. (It's possible he was only jokingly called Buzz for a short time after a haircut. This is what I believe.)
