No. However the series Sonic the Hedgehog game and comic storyline may borrow certain aspects of pop culture. Yes, when sonic acquires 7 chaos emeralds he turns in to super sonic which is oddly familiar to DBZ characters powering up. And yes, there are the same amount of chaos emeralds as there are dragonballs. But these are the only similarities.
The topic and main idea of each story lines are very different. Of course the topic may change between sagas, series', or games. But the point is, the actual story behind Sonic and DBZ are very different even though they share a couple similarities.
Another contrast you can make is that Sonic's fights only last a few seconds to a few minutes, and there aren't that many of them. Most of the action is Sonic and other characters running around overcoming obsticals. Wile in DBZ, most of the action involves long drawn out fights that take up a whole week of episodes or more...
So did sonic totally rip off of Dragon Ball Z? Not really. But it is obvious that DBZ may have inspired the artwork behind Sonic's super form.
