Yea he does, but not often without Herbie ( a mask that he talks with on his hand). Buckethead sometimes in older videos made sounds, but he is really serious about his alter ego and keeps it quiet. But he does talk , for instance the MTV interview he talked with Herbie and as you can see he talks fine when it comes down to major labels and importance to him.
