Well, that actually depends on the two persons who have to get together and ... but either ways, if a tribute was pregnant, it won't matter to the Capitol. They will still force the tribute on to the Games so that she'll be in more pain when she has to survive out in the arena. The Capitol likes to see innocent people being punished, so this will just be the icing on the cake for them and a horrorful image to others which will say 'The Capitol doesn't care what kind of problem you have, so just deal with it.'
