No, that would be almost impossible. Son Goku is just too strong, he could easily beat every character in Naruto without turning into super saiyan.

The Creator of Naruto (Masashi Kishimoto) inspired by Dragonball creator Akira Toriyama. That being said, there are many similarities that are undeniably ripped off, and if you pay attention you can find most of them yourself. Example: Naruto's red chakra and Goku's red aura during his Kaio ken attack. You can also see Naruto's eyes when he goes into sage mode or whatever, they look alot like Goku's eyes in his ultimate form. Also look at the Goku poster where the monkey form is in the back and compare it to the Naruto poster with that retarded fox with a bunch of tails (ninetails from pokemon) in the background. I understand the multi-tail fox is huge in Japanese folklore, but this anime doesn't really follow Japanese folklore. Other similarities can also be seen in the stances they use.

Whether these coincidences were to pay homage to DragonBall or they are simply a rip-off, thats something you have to step back and look at for yourself.
