People who draw anime in books, which are called Mangas (japanese comic) are called Mangakas. many have similar art style if you pay close attention to things such as eye styles and body forms, many however have very distinctive styles which can be recognizable on site. For example , I am a big fan of Miyazaki well known anime artist . In his work which include movies such as " Howle's Moving Castle", "kiki's Delivery Service " , and " Spirited Away" to name a few, you can see that his artistic style is unique and very recognizable. There is a long process to create anime characters if you are a Mangaka and or creaking anime movies like Miyazaki. It requires intensive sketching , resketching, redrawing etc. Special tools such as special artist t ools , brushes , pens , etc are used .If your making a movie it takes a whole other level similar to when a manga is turned into an anime. But all in all anyone can draw anime , your own anime, there are people who are skilled and can create anime characters similar to those you see on TV , and then there are people who bring a new look into the way an anime looks. For example when you look at a Japanese comic ( "Manga"), versus a Korean comic ("Manwha"), you can see a very big difference in eye forms and you can see how different yet beautiful both are , it all depends on the artist's taste.

manga is the stuff that you draw, like a comic strip. anime is the moving version of manga, basically manga is the drawing anime is the cartoon. you cant draw a cartoon, or if you did, it would be like a flip-notebook imagery cartoon.
