No they aren't, mostly Knuckles and Rouge are seen as enemies. Rouge does in fact have a crush on Knuckles but Knuckles has doesn't have the same feelings for Rouge, Rouge says that he's cute when he's angry but Knuckles feels disgusted over that.

Yes. In the Japanese version sonic x episode 52. It wasn't shown on screen and in the English version she was tickling him. Seriously watch the episode and listen to the background noises in the Japanese version. I'm not kidding look it up on Knuckles' sonic x Möbius encyclopedia page it will say that Rouge was kissing him. YAY KNOUGE FTW!!!

no, knuckles thinks that rouge is a lowlife thief and knuckles life duty is to protect the emeralds that she is always trying to steal. In the games it might seem like they are both stealing the gems but knuckles is really trying to get them back, if that makes sense.
