Yes, Suzi was his wife, at least in the early '70's.

I had been confused about this until today;-)

I had been at their house in Marin (1970-1973ish? fuzzy;-)

Jesse was on tour, but I was there as a guest of the woman (well, then we were young 'girls' I suppose, yet beyond 'grown up').... anyway, she took care of Julia when they were away.

Then in 1974 (ish;-) Jesse played at the Town & Country Lodge in Ben Lomond, CA. He introduced her as his 'His wife Suzi' (I thought I remembered her name as Susan, which is why I never found a link between her & Jesse until today).

I couldn't find any mention of a 'Susan' in his bio.

Today for some reason it crossed my mind again, and I noticed 'Suzi' on some of Jesse's music from that period. Mystery solved.

I still don't truly know if they were actually married or not, only that he introduced her as his wife. In looking online now, I am also seeing some references to her as 'wife Suzi' &'Suzi Colin Young'.

Jesse Colin Young and Suzi Young were married through the seventies and divorced in the eighties. They had two children, including Juli, about whom the song was written by both. She was also in one of the bands and credited as a singer on at least one album. He has been married to Connie since the year after his divorce; they had two more children and have a coffee farm in Hawaii. He performs to this day.
