A project that a fixed delivery day is one that must be delivered by a certain date, and for that the manager shall make decisions that will lead to that accomplishment. One example is if a certain medical product is to be launched in a new market. A project with a fixed delivery day could be in place for regulation and compliance, and because of that the project manager might have to "cut corners" or go over budget in order to accomplish that objective. On the other hand a project with a fixed limit on resource usage is one that must be completed within the limits imposed related to resources - either financial or human. Let's say a company is looking to improve their customer service, but dispose of limited financial and human resources for training of personnel. With that in mind, the project manager has to complete the project as resources become available, vying for the earliest possible date within said reality. It's important for the project manager to know the difference so that he/she can make decisions and lay out a work map that go in accordance with the limitations of the project.
