There are a great many. but to keep it simple:
(a) pressure-testing the cables/switchgear/Transformers/etc. (i.e. testing the insulation using high-voltage test sets);
(b) testing the operation of the switchgear;
(c) testing the operation of the protective relays.
...but lots more.
Depending on the equipment required for the substation,some of the tests are as follows: meggering,hi-pot testing,continuity checks,c.t. testing,relay testing,ngr testing, capacitance bridge test's on transformers.
The lead Engineer is the person with innovations from Mathematical models so that the Technologists can implement it.
Systems Commissioning is the process of testing final versions of software, hardware and configuration in their final locations. Once completed, it is "Live" (Available for use) and will not require further testing.

Testing and wiring should be carried out by a qualified , trained technician / engineer so that the electrical devices and wiring are properly done with safety.

Pre-commissioning is the testing of non-energized systems. Commissioning is the testing of energized systems.

Power Advantage is the best service providers when it comes to Relay Testing & Commissioning.
commissioning mean adjustment, testing, and tuning.

You may find several GIS testing & commissioning companies in UAE, but in my opinion Power Advantage is reliable & cost-effective of all.

Commissioning typically refers to the process of verifying and ensuring that a system or equipment is installed correctly and operates as intended. Pre-commissioning usually involves initial testing and checks before the formal commissioning process to make sure that everything is ready for full commissioning. Pre-commissioning is a preparatory phase before commissioning.
The principal objective of the Commissioning activities is to ensure through functionality testing and inspection of the facilities, that the facilities can be operated safely and efficiently and in accordance with the design.The Commissioning scope shall commence with the planning and preparatory work, continue through the execution phase, document all commissioning performed and be finalised by handover of the facilities to Client's operations team.Main Responsibilities includePlan, lead and supervise commissioning team to ensure on-time delivery / completion of work in safe and professional manner maintaining high quality of workManage and deploy manpowerChair meetings, and perform job inspection and cost control responsibilitiesEnforce safetyMake sure the availability of test equipments, temporaries, tools, spares etc.Liaise and coordinate with internal and external parties (vendors, clients and certifying authorities) pertaining to project requirements
Testing is the process of checking the condition of a hardware without supply of energy while Commisioning is the final testing of the hardware with supply in the field.ex. a transformer after its fabrication is tested in the manufacturing company (TESTING) while when the transformer is installed in its designated field, the manufacturer will do another testing but this time with supply (COMMISIONING).
