Using a mobile-phone while driving reduces a drivers concentration - and distracts the driver from operating the vehicle safely. ANYONE who kills someone through using a mobile while driving - should be charged with murder ! Ask yourself the question - what's more important - using your phone or a person's life !
His liability insurance on his car should transfer to the vehicle that he is driving.
If you were cited then you need to appear, if you have coverage on another vehicle then you should bring that proof with you as you should be technically covered for driving another persons vehicle.
