Usually a sign of lower ball joint wear. Should be rectified soon, before it wrecks your tires.
Tire sidewalls should never show wear. If you see wear on your sidewalls, someone has been running into curbs or have run on a flat for awhile.
Wear on the outside both edges is a sign you are running the tires with too little air pressure. Wear in the center is a sign you are over inflating the tires with too much air pressure. Cupping of the tires is a sign of worn shocks or struts. Wear on the inner or outer edge of the tire is a sign that the front end needs aligning. Also feathering of the tire is a sign of a front end out of alignment.

Only on a front wheel drive vehicle. On a rear wheel drive the rear tires wear faster. rotate your tires every 10,000 miles and they will wear evenly.
Tires last longer and work more efficiently when the wear is even. Gas milage improves as well.Rotating the tires will extend the life of the tires.
I would recommend against it. The ride, wear, traction and handling characteristics are too different. You will not have the same handling when you turen right as when you turn left.
