This sucks but:
Both driver B and and Driver C
Driver B took responsibility for all involved when he signaled car A to go.
Of course Car C is At Fault as he did not slow down to see why car B was stopped.
I know this sounds wrong but blame the lawyer that convinced a jury this is how it should be.
Another View: Driver A is at fault because he has the responsibility to make the turn in safety REGARDLESS of any unauthorized signals from any other vehicle on the road.
Signals from another driver to proceed carry no official weight and do not absolve Driver A from making the turn with regards to all other traffic travelling in the opposite direction.

When approaching a railroad intersection, the best defense is to always be alert and aware of your surroundings. Look for warning signs, signals, and flashing lights indicating an approaching train. Slow down, and if necessary, stop at the designated stopping point to ensure it's safe to cross. Never attempt to cross the tracks if a train is approaching, and wait until it has completely passed before proceeding.
Stop, contact the control tower for permission to cross.
To cross railroad tracks safely, first stop and look both ways for any approaching trains. Listen for warning signals and check for flashing lights or lowered gates. Only cross when you are sure no train is coming, and proceed quickly across the tracks without stopping. Always be aware of your surroundings and avoid distractions while crossing.

To cross between Asia and Europe, you would cross the Ural Mountains or the Caucasus mountains. If coming from another part of the world to Asia and Europe, then it would depend on where you were coming from and what your initial destination was. For example, if you were coming from Africa and first heading to Europe, then you would cross the Meditteranean Sea. If you were coming from South America and heading to Asia, you would cross the Pacific Ocean.

When stopped at a railroad crossing with multiple tracks, it is crucial to remain alert for approaching trains from any direction. Ensure that the gates are fully lowered or that warning lights are activated before proceeding. Wait until it is safe to cross, checking for any additional trains that may be coming on other tracks after the first train has passed. Always follow local regulations and never attempt to cross if the signals are active.
