On the past two VW's I've owned('74 Dasher, '94 Jetta) the cigarette lighter and radio were on the same fuse. So I'm guessing check the radio fuse if not sorry, don't know what to tell you except check all the fuses to see which one is blown (it will probably be a 10 amp). The fuse box on a 97 VW Jetta is located on the driver's side below the steering column. The cigarette lighter fuse is located on top of the relays and the relays are located above the fuse box which makes it very difficult to access. I took apart my dash (below the driver's steering wheel) to access it and found that there are 2 clips located on both sides of the fuse box (on the sides near the #1 and #22 fuses). When you lift the clips up (mine are white clips), you can then lift the fuse box up over the hooks and then bring it down. That SHOULD allow you to access the top of the relays where the 15 Amp fuse is located without removing the dash cover like I did. They are not easy to see even if you know where they are suppose to be. The good news is it only took me about 15 minutes to remove and replace the dash if you have to go that route!
