The gasoline is probably stale and the tires are probaly soft and the battery may be dead.
You need to check for a spsrk at the plugs & you need to check if fuel is getting to the engine.

If you have had your Neon sitting for over a year, you could have many problems other than the rear tires. I would advise a full inspection of the car before you try to drive it. The brakes on a Neon have caused problems for me in the past after leaving it sit for a while. It might just be that the brakes haven't been used for a year. Check the brake disks and pads for corrosion. Also try to push on the brake pedal to see if that will disengage them. If not, seek a professional opinion.
