That lock is to keep someone from stealing your spare tire. When you remove the lock then you will be able to slide the tool in the hole and let the spare tire down to the ground.

If the tires are on the Jeep, then they are already locked. The lock key is only for removing the tires (for applying work to the car, e.g. Tire rotation, buying new tires, fixing a flat tire, etc.)
you have to put jack handle together .makes it long like a pole.on the back of your rear bumper,u have a hole might have a lock on it or not.if you do have a lock on hole.there should be a long key in glove box that will unlock lock .if here is no lock on hold than just stick long pole in hole and crank down tire.rember hole should be under your rear plate and bumper
